Why underground cistern should be surrounded by the send?

Send well transmits heat from the ground to a gas tank, it does not let the flame pass, it well drains water, reduces any mechanical damages which might occur during spring thaw.
After the cistern is charged by liquefied petroleum gas from a gas carrier, the pipes and the gas tank are really placed to “sand lock” – they are covered by river sand. The sand is excellent heat conductor from the ground to the cistern and also plays role of a «safety bag» softening an impact of the ground movements to the walls of the gas tank and the pipeline.
